En palabras del concejal Abad: “no es un hecho casual que el Gobierno más amplio de la historia de la ciudad que cuenta con 15 concejales y 7 directores generales, presente al primer partido de la oposición 5 minutos antes de iniciarse la Comisión de Urbanismo, temas que están fuera del orden del día .Este es el caso de la creación de una nueva oficina de vivienda , Xaloc, que no es más que un instrumento al servicio del Gobierno municipal para contratar a sus afines. El Partido Popular votará en contra de la creación de esta oficina en el próximo Pleno del día 21 de septiembre”.
Desde el Partido Popular hemos podido estudiar este convenio y comprobar, que la creación de esta nueva oficina supondrá una mayor carga de trabajo para el Ayuntamiento, con un servicio ya existente y que se venía desarrollando sin problemas en colaboración con la Generalitat Valenciana. Además , la creación de esta oficina irá aparejada a la contratación de más personal, en concreto tres personas, y ese coste no se podrá cubrir con la subvención de la Generalitat Valenciana que es de 111.600 euros.
Además el Ayuntamiento tendrá que asumir nuevas funciones que son impropias , y que sobre todo no queda claro cómo se van a poder financiar, pues la subvención no cubre ni el gasto en personal,, ni todas la nuevas funciones que tendrá que asumir el Ayuntamiento de Gandia, tales como:
– Gestión de las prestaciones y subvenciones al pago del alquiler, recepción de la solicitud, tramitación, instrucción del procedimiento y propuesta de concesión de la ayuda.
– Gestión de ayudas a la rehabilitación de edificios o viviendas: recepción de la solicitud, tramitación e instrucción del procedimiento y propuesta de la concesión de la ayuda.
– Gestión de las prestaciones especiales de urgencia e interdicción de deudas en materia de desahucios y pobreza energética.
– Tramitación de expedientes administrativos para el ejercicio de los derechos de tanteo y retracto referentes a las siguientes actuaciones: como son la inspección y cumplimentación de la ficha de visita a la vivienda, valoración de la vivienda e informe de conformidad relativo al expediente del ejercicio de tanteo a favor de la Generalitat.
Así pues, como ha destacado Soler en su intervención: “el Gobierno de Diana Morant es especialistas en envolver los paquetes con un gran lazo de colores, y vendernos su fantasía. Pero detrás de eso, sólo hay la opacidad absoluta de un proyecto que es crear un nuevo “chiringuito” donde colocar a los amiguetes, eso sí, a sueldo de todos los gandienses. El Ayuntamiento no está para asumir ni más personal , ni más competencias, debido al plan de ajuste , a la brutal subida de impuestos que soportan todos los vecinos y a los 270 millones de euros que arrastramos de deuda debido a este “modus operandi “del Psoe a lo largo de sus más de 32 años de Gobiernos municipales”.
