PACMA solicita a Ribó que rectifique los pliegos para optar al servicio de recogida de animales en Valencia

El Partido Animalista denuncia que las condiciones actuales vetan el acceso al concurso a las protectoras de defensa animal

 

 

Valencia, 19 de abril de 2017.- El Partido Animalista – PACMA presentó ayer martes en el registro de entrada del Ayuntamiento de Valencia una carta dirigida al alcalde de la ciudad, Joan Ribó, en la que solicitan al máximo dirigente del consistorio que retire el anuncio de contratación del servicio de recogida de animales, asistencia veterinaria y apoyo integral a los Centros Municipales de Acogida de animales de Benimàmet y Nazaret, y que los pliegos de condiciones sean reformulados para que sean las entidades de protección animal quienes se hagan cargo de los animales abandonados o maltratados de la ciudad de Valencia. Además, desde PACMA exigen en dicho escrito al alcalde mayores medios para luchar contra el maltrato y abandono de animales en la ciudad y critican los “recortes en el bienestar de los animales”, ya que, según denuncian, el presupuesto base de licitación está dotado con menos recursos de los que se venían destinando hasta la fecha.

 

El envío de esta carta al alcalde Ribó, que será presentada también en nombre de otras asociaciones de defensa animal valencianas para aumentar la presión sobre el Ayuntamiento, es un paso más en la lucha del Partido Animalista “por evitar que una empresa que se lucre con el sufrimiento de los animales acabe haciéndose con la gestión de los refugios y el servicio de recogida de los animales abandonados, tal y como ha pasado en otras poblaciones como Gandía”, explica Raquel Aguilar, coordinadora de PACMA en Valencia. Desde que el pasado 23 de marzo se hicieran públicas las condiciones respecto a la contratación del servicio de recogida de animales abandonados de la ciudad de Valencia, el Partido Animalista junto a protectoras y asociaciones de defensa animal, se pusieron en pie de guerra contra la concejalía de Bienestar Animal, a la que acusan de un “total desconocimiento” de la realidad de las protectoras de animales, y de “facilitar el acceso al servicio a las perreras con un pliego de condiciones imposible de superar por una protectora”.

 

Aunque desde el Ayuntamiento insisten en que lo que se pretende es municipalizar el servicio de recogida de animales, Aguilar denuncia que el pliego de contratación especifica claramente que quien sea adjudicatario del servicio se encargará “de todos y cada uno de los servicios, desde la recogida de los animales al mantenimiento de los refugios, pasando por la recepción de los visitantes o la eutanasia de los perros y gatos, aportando el consistorio únicamente un veterinario supervisor”, y que el Ayuntamiento ha redactado unas condiciones “dirigidas en exclusiva a empresas que trabajan con la administración y que impiden a las protectoras de animales que opten al servicio, como una fianza de 30.000€, volumen de negocio superior a 100.000€ o certificados ISO 9001 y 14001”.

 

PACMA, además, lamenta en su escrito dirigido a Joan Ribó “que el paso del tiempo les haya hecho olvidarse de sus promesas electorales”, ya que dos de las propuestas de Compromís durante las pasadas elecciones municipales en materia de defensa animal eran las de “acatar la recomendación legal que aconseja que los municipios trabajen preferiblemente con protectoras y no con perreras, ya que las primeras respetan la vida de los animales y las segundas los sacrifican”, y “tener una propuesta abierta que pueda desplegarse mancomunadamente con los principales actores de las redes animalistas”, promesas que el Partido Animalista han adjuntado en su carta para solicitar a Ribó la marcha atrás del anuncio de contratación del servicio de recogida de animales.
