Demà, dijous, s’aprovarà al plenari sol·licitar la delegació de competències i l’adhesió al projecte de cooperació entre l’Administració Local i la Generalitat Valenciana per a dur a terme el Pla Edificant a Gandia, entre el 2018 i el 2022, modernitzant i adaptant al segle XXI els centres educatius de la ciutat.

De forma prioritària s’atendrà la necessitat de reforma integral i ampliació de l’IES Ausiàs March i la construcció del CEIP Les Foies. La inversió beneficiarà també a altres 11 centres públics de la ciutat, que necessiten en la majoria dels casos l’adequació, reforma i millora dels equipaments: Mondúber, Roís de Corella, Enric Valor, Joan Martorell, Benipeixcar, María Enríquez, Tirant lo Blanc, Veles e Vents, Botànic Cavanilles, Sant Francesc de Borja i Joan XXIII.
Gandia, 21 de març de 2018. L’Alcadessa de Gandia, Diana Morant i la regidora de Polítiques Educatives, Laura Morant, han anunciat aquest matí novetats respecte del programa EDIFICANT: una iniciativa que ha dut a terme la Generalitat Valenciana en matèria d’educació i que suposarà una vertadera transformació (tant en imatge com en qualitat) per a molts centres educatius públics de la nostra ciutat, que venien demandant des de moltíssims anys actuacions de millora i que començaran a tindre ja en esta legislatura escoles i instituts de qualitat i moderns, adaptats al segle XXI. Demà, dijous, s’aprovarà al plenari sol·licitar la delegació de competències i l’adhesió al projecte de cooperació entre l’Administració Local i la Generalitat Valenciana per a dur a terme el Pla Edificant a Gandia. I finalment, la Conselleria d’Educació haurà de donar el vist i plau definitiu.
Així, l’Edificant programa de 2018 fins al 2022, amb el que es preveu una inversió de 700 milions d’euros per a la construcció de 200 centres i la reforma de 500. Sols per al 2018, el pressupost és de 111 milions.
Ací a Gandia, en els últims mesos, el govern local ha estat en contacte directe amb els centres públics, atenent les seues reivindicacions (moltes d’elles històriques), i va presentar un projecte amb propostes davant de la Generalitat perquè ho estudie.
Un projecte amb una inversió de quasi 20 milions d’euros per a 13 centres públics: la major aposta educativa que s’ha fet a Gandia en les últimes dècades, i que no suposa cap despesa per a les arques municipals. Totes les actuacions de millora han estat consensuades amb els Consells Escolars dels centres i pel Consell Escolar Municipal. Es faràn actuacions d’adequació i reforma de centres, millora d’equipaments, adequació d’instal·lacions elèctriques i de calefacció, aïllament tèrmic, rehabilitació d’espais, substitució de cobertes, de portes, de finestres, construcció i ampliació d’aules, millora de zones de jocs infantils, dels paviments, entre d’altres.
La Conselleria d’Educació es farà càrrec del cost de totes i cadascuna de les infraestructures, però delegarà la gestió i seguiment de les mateixes en l’Ajuntament de Gandia, “que és l’administració més propera, la que millor coneix la ciutat i les necessitats dels centres educatius i la que més pot agilitzar les actuacions, que són absolutament necessàries després de tants anys d’inacció. Per això, el que suposarà el programa Edificant és una magnífica oportunitat per a molts centres que han estat abandonats durant dècades per un govern del PP que no apostava per l’educació pública i de qualitat”, ha assegurant l’alcaldessa.
Per la seua banda, la responsable d’Educació ha enumerat les 13 actuacions per ordre de prioritat, el que no significa que aquest siga l’ordre d’execució, perquè el ritme dependrà de la complexitat dels projectes. Alguns es realitzaran en paral·lel i altres, com els centres de nova construcció, vindran marcats pels procediments tècnics, que solen ser complexos:
1 – IES Ausiàs March: Reforma integral de l’edifici existent, amb ampliació de les instal·lacions en la parcel·la confrontant. Pressupost aproximat: 6’1 milions d’euros.
2 – CEIP Les Foies: Construcció d’un nou centre amb espais docents per a sis unitats d’infantil i 12 de primària… Pressupost aproximat: 5’6 milions d’euros.
3 – CEIP Mondúber: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 1 milió d’euros.
4 – CEIP Benipeixcar: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 400.000 euros.
5 – CEIP Roís de Corella: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 1 milió d’euros.
6 – IES Maria Enríquez: Adequació del centre, reforma i millora dels equipaments. Pressupost aproximat: 1’3 milions.
7 – CEE Enric Valor: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 700.000 €
8 – IES Tirant lo Blanc: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 2 milions d’euros.
9 – CEIP Joan Martorell: Adequació, reforma i millora dels equipaments. Pressupost aproximat: 500.000 €.
10 – CEIP Botànic Cavanilles: A pesar de ser molt nou necessita necessita diverses reparacions per a esmenar deficiències de construcció; execució de coberta al trinquet; instal·lació d’una font al pati de primària; i reparació de les vessants als patis. Pressupost aproximat: 100.000 €.
11 – IES Veles e Vents: A pesar de ser relativament nou necessita la construcció d’un nou aulari i l’adequació de cobertes. Pressupost aproximat: 1 milió d’euros.
12 – CEIP Sant Francesc de Borja: A pesar de ser relativament nou necessita l’adequació, reforma i millora dels equipaments. Pressupost aproximat: 500.000 €.
13 – CEIP Joan XXIII: Instal·lació d’una coberta tèxtil i estructura metàl·lica al pati. Pressupost aproximat: 70.000 €.
La regidora de Més Gandia ha recordat també que les actuacions hauran de realitzar-se en períodes no lectius. “Benvigut el programa, amb una inversió molt elevada després de 20 anys d’abandonament i amb una inversió gairebé nul·la. Els governs del Botànic i de Gandia sí que ens creguem l’educació pública, de qualitat i en valencià. No oblidem que el dret a l’educació i a la protecció de la infància i adolescència vénen aparellats al dret d’escolaritzar-se en centres educatius amb infraestructures adequades i qualitat”.
Per al govern local, tota esta inversió, per una part, millorarà la qualitat educativa dels nostre alumnat, però per altra, esdevindrà un motor econòmic per a la creació de nous llocs de treball per a fer front a totes les actuacions. Parlem no només d’obrers, també llanterners, fusters i moltes altres especialitats professionals.
Finalment, han agraït al Govern del Botànic la seua ferma aposta per l’educació, atès que el Programa Edificant se suma al Xarxa Llibres (que garanteix que cap xiquet ni xiqueta vaja a escola sense llibres per la situació econòmica de la seua família). A més, el pròxim curs l’escolarització de 2-3 anys serà gratuïta, un altre compromís del Govern del Botànic en matèria d’educació.
I també han felicitat a tots els equips directius, membres dels consells escolars i la comunitat educativa en general per l’intens treball realitzat per contribuir a fer realitat el que per a molts ha estat un somni.
La comunitat educativa ha estat convidada a assistir demà al Plenari que aprovarà per unanimitat de tots els grups polítics sol·licitar la delegació de competències a l’Ajuntament per dur endavant les 13 propostes. El que s’ha qualificat com a “festa de l’educació”.
