BARCELONA (EP). El pleno del Parlament ha aprobado este miércoles a las 21.32 horas la ley del referéndum con la que el Govern de Carles Puigdemont quiere convocar, organizar y celebrar una consulta sobre la independencia de Cataluña el domingo 1 de octubre.
La ley del referéndum ha sido la absoluta protagonista de la primera jornada, pues JxSí y la CUP han pedido al inicio del pleno incluirla en el orden del día, y se ha estado debatiendo sobre ella hasta que se ha aprobado a la 21.32 del miércoles: durante ese periodo los partidos independentistas y los de la oposición se han estado cruzando reproches.
También se ha tramitado la ley de transitoriedad, pero su debate y votación se ha pospuesto para las próximas horas.
La presidenta del Parlament, Carme Forcadell, ha suspendido hasta las 10 de este jueves un pleno maratoniano de 16 horas que empezó el miércoles a las 10 y ha acabado sobre las 2 del día siguiente.
Además, Cs, el PSC y el PP han dilatado el proceso de aprobación de la ley del referéndum solicitando constantemente recursos a la Mesa, y pedían que se reconsiderara cada paso que se daba para encarrilar la votación. Finalmente se ha dado luz verde al texto con los votos de JxSí, de la CUP y del diputado no adscrito Germà Gordó, además de la abstención de SíQueEsPot, mientras que Cs, PSC y PP se han ido del pleno y no han votado.
Constitución de la Sindicatura Electoral
Después se ha proseguido con el orden del día establecido, pero la previsión se ha vuelto a alterar hacia la medianoche, cuando JxSí y la CUP han vuelto a pedir una alteración del orden del día para constituir la Sindicatura Electoral de Catalunya de la que depende el funcionamiento del 1-O.
Esta vez, el rifirrafe de los grupos no ha sido tan intenso –si bien se han presentado varios recursos a la Mesa– y se ha acabado votando y aprobando a falta de pocos minutos de las 2 de la madrugada.
En este último proceso los grupos independentistas han provocado un nuevo giro de guión: mientras estaba reunida la Mesa han pedido que se admitiera a trámite la ley de transitoriedad jurídica para poderla llevar en las próximas horas al pleno.
La Mesa, donde JxSí tiene mayoría, la ha admitido a trámite, y se prevé que a lo largo de la segunda jornada del pleno –que se retomará a las 10.00 horas del jueves– pidan proceder a su debate y votación.
Arrimadas anuncia una moción de censura
Por su parte, la líder de Cs en Cataluña, Inés Arrimadas, ha anunciado que se pondrá en contacto con el resto de grupos de la oposición para impulsar una moción de censura contra el presidente de la Generalitat, Carles Puigdemont, con un único compromiso: «Convocar elecciones».
En una rueda de prensa justo al terminar la votación de la ley del referéndum que se ha aprobado con los votos a favor de JxSí y la CUP y con la abstención de SíQueESPot, la líder de la oposición ha anunciado esta medida para «evitar el choque de trenes».
«Es la única vía que nos queda», ha dicho Arrimadas, que ha insistido en que su intención es dar voz a la ciudadanía catalana con plenas garantías y dentro de la legalidad.
Arrimadas es consciente de que «no es fácil» conseguir los apoyos que requiere una moción de censura para prosperar –la mayoría absoluta que está ahora en manos de JxSí y la CUP, impulsores de la ley del referéndum–, pero confía en que es posible.
La líder de la oposición recuerda que los avales para presentar una moción de censura son menos exigentes: una quinta parte de los diputados del hemiciclo o dos grupos.
«Aunque haya discrepancias, creo que podemos ponernos de acuerdo en que es necesario en encontrar soluciones políticas», y ve margen para que los grupos de la oposición la apoyen y pueda impulsar la moción.
Ha explicado que, por el momento, solo se ha puesto en contacto con los grupos para pedirles una reunión: «No hemos comentado hasta ahora la moción de censura porque quería esperar a la confirmación de que se nos vulneraban los derechos como diputados».
Arrimadas no pone fecha a su iniciativa, pero prevé impulsarla en cuanto reciba el respaldo necesario –o dos grupos ó 27 diputados–, y cree que tiene «mucha más viabilidad que los que prometen un referéndum con garantías» basándose en la ley que se ha aprobado este miércoles.
